Dave Phillips was born in Long Beach, California, and lived in Norwalk and Long Beach through his elementary years of school. His parents, natives of Thatcher and Safford, Arizona, moved to Draper, Utah when Dave was 12 years old.  He attended junior high school and high school in Sandy.  Following his graduation from Jordan High School in 1968, he was drafted into the US Army where he trained at Ft. Lewis, Washington, and Ft. Sill, Oklahoma.  He was stationed in Germany for 18 months in a SASCOM Unit (“Special Ammunition Support Command”) where he held a top secret security clearance and worked with Crypto documents and Honest John nuclear warheads.

Upon receiving an honorable discharge from the army, Dave started a fulltime career in 1972 with the federal government, working for the Department of Veteran Affairs VA Regional Office. While working fulltime during the day and attending school in the evenings at the University of Utah, Dave met his sweetheart, Kay Guymon.  Kay was born and raised in Huntington (Emery County.)  Dave and Kay married in 1973, and in 1974 made their first home in Granger. In 1982, Dave and Kay moved to Heber City to raise their children in the beautiful Heber Valley.  They are the parents of 3 sons and 1 daughter.  Their children were educated in the Wasatch School district, and all went on to receive advanced educational degrees.  Dave and Kay have 10 grandchildren, with one more on the way.

During Dave’s career with the federal government, he was a member of the Federal Executives Association for many years, and served on numerous boards and committees. He retired in January 2009 with over 39 years of federal service. Kay worked for the Wasatch School District for many years and retired in June 2008.

Dave served for 2-1/2 years on the Wasatch County Library board; 1 year on Heber City’s Board of Adjustment; 5 years on the Heber City’s Planning Commission, and 6 years on the Heber City Council before being elected Mayor in November 2005. He was appointed to the Board of Directors of Heber Light and Power in 2000, and became Chairman of that Board effective January 2006.  He was elected as Chairman of the Heber Valley Special Service District board in 2006, and re-elected in 2007.
