Section 18.08.100 Comprehensive Plan.

"Comprehensive plan" means a coordinated plan, which has been prepared and adopted for the purpose of guiding development, including, but not limited to, a plan or plans of land use, circulation, housing and public facilities and grounds. (Ord. 199 §02.0510, 1973)
